Motions for consideration

  1. That article 9.7 of the constitution should be amended from "9.7 If one officer holds more than one Executive Committee position, that officer shall have only one vote." to "9.7 An officer may only hold one Executive Committee position.">.

    The reason for this is to ensure that more people can be involved on the committee, and thus share the work more evenly amongst more committee members.

  2. That article 8 of the National Club Championship rules be amended from "The top placed team will qualify for the European Club Cup and the second place in the ECC will be reserved for the winners of the Armstrong Cup of the same year provided they play in the INCC and also finish in the top half of the event. This is a condition imposed by the European Chess Union." to "The top two placed teams will qualify for the European Club Cup."

    The current rule is patently biased against non-Leinster teams. In the past it might be argued that the Armstrong Cup winners were the strongest team in the country, with the advent of teams like Adare and Ennis in Munster and Galway in Connaught, it is definitely not true now. A bias in the rules of the national organisation should not be allowed.

  3. "That the ICU end the practice of making donations to weekend tournaments and use the savings towards other purposes."

    (Comment, the tournaments are not dependent on the grants given by the ICU as they would be run regardless of such support - the savings might better be used for other purposes, e.g. support for the development of juniors etc.)

  4. "that the current weighted average rating system used for selection of senior players be abolished and replaced with a simpler format involving a weighted average of the most up to date published FIDE and Irish ratings that are available 6 weeks prior to the closing date for entry to the international tournament for which selections are being made. The rating of each player will be weighted 50/50 as between the FIDE and Irish rating".

    Comment - this is considered to be a fairer system in the long run as it will favour active players and players with the best current form).

  5. "that the current rules for the National Club Championships be amended as follows:

    The tournament will comprise the top two teams in the first division of the Leinster and Munster leagues from the most recently completed league season. If any of these teams decline an invitation from the ICU to participate in the event, the teams placed immediately below them in the relevant league may be invited until there are two participant teams from each province. The ICU will also invite one team each from Ulster and Connaught to participate so that 6 teams in all are available to compete in the event.

    No player may play in the event unless he/she has played at least 5 times for the team in question in the previous season, is registered with the ICU not later than the 1st January in the year in which the tournament takes place and has been resident in Ireland (including Northern Ireland) for at least 12 months in the previous two years, counting back from 1st April during the year in which the National Club championships are due to take place.

    The national club championships should be scheduled to take place during a weekend between 1st April and 30th June each year.

    The top two teams in the National club championships, which will be a five round all-play-all FIDE rated event, shall be offered places in the European Club Cup and no other event shall be used to determine Ireland's entries for that competition."

    Comment: the current arrangements for selection of the teams to compete in the European club cup is a complete farce. Ireland's entries to the European club cup should be comprised of players with a genuine affiliation with Irish Chess. If the ICU wish to run another tournament involving large numbers of overseas players competing on Irish club teams, there is nothing to prevent them from doing so, but the european club cup slots should only be open to players who have a proper affiliation with Irish Clubs.

  6. That the Rating Officer should be obliged to provide a break down of all results that have been rated for each member of the ICU. This can be done via email and/or a login page on the ICU site.
    Comment: This is simply in the interest of transparency, and is consistent with FIDE's practice (and what Vincent Bissett used to do when he was Rating Officer).

  7. That a Rating Reviewer should be appointed, independent of the Rating Officer, to double check the ratings before they have been published, or on request after they have been published, to make sure no human errors have occurred in the rating process.
    Comment: Human error creeps into all walks of life and this motion seeks to minimise any such occurrences in the rating system.
